도널드 트럼프 미국 대통령과 김정은 북한 국무위원장은 12일 오후(현지시간) 단독·확대 정상회담과 업무오찬 후 정상회담 합의문에 서명했다.

합의문에서 트럼프 대통령은 북한에 체제안정(security guarantees to the DPRK)을 제공키로 약속했고 김정은 위원장은 한반도의 완전한 비핵화(complete denuclarization of the Korean peninsula) 약속을 재확인했다.

양 정상은 합의문에서 “새로운 미국과 북한의 관계와 한반도의 평화를 위한 포괄적이고, 심도 있고, 진심이 담긴 의견을 교환했다”며 “새로운 북미 관계가 한반도와 세계의 평화와 번영을 가져오는 것”을 확신했다.

이를 위해 양 정상은 첫 번째로 양국 국민들의 평화와 번영의 갈망에 따라 새로운 북한-미국 관계를 수립하기 위해 노력, 두 번째로 한반도에 지속적이고 안정적인 평화체제를 만들기 위해 함께 노력. 셋째, 2018년 4월 27일 판문점 선언을 재확인하며, 북한은 한반도의 완전한 비핵화를 위해 노력. 마지막으로 이미 확인된 이들의 즉각 송환을 비롯해 전쟁포로와 행방불명자의 복귀를 위해 노력할 것, 등에 합의했다.

아울러 양 정상은 합의문에서 “정상회의가 양국 간 수십 년간의 긴장과 적대감을 극복하고 새로운 미래가 열리는 데 중요한 의미를 갖는 획기적인 사건”으로 평가하면서 “공동 협약의 조항을 완전하고 신속하게 이행해야 한다”고 강조했다.

이어 “가능한 한 조속한 시일 내에 마이크 폼페이오 국무장관과 북한 측 고위급 당국자가 이끄는 후속 협상을 열어 미·북 정상 회담의 결과를 이행한다”는데 합의하고 “새로운 미·북 관계 발전과 평화·번영의 증진, 한반도와 세계의 안보를 위해 협력하기로 약속했다”고 했다.

Joint Statement of President Donald J. Trump of the United States of America and Chairman Kim Jong Un of the State Affairs Commission of the Democratic People's Republic of Korea at the Singapore Summit

President Donald J. Trump of the United States of America and Chairman Kim Jong Un of the State Affairs Commission of the Democratic People's Republic of Korea (DPRK) held a first, historic summit in Singapore on June 12, 2018.

President Trump and Chairman Kim Jong Un conducted a comprehensive, in-depth and sincere exchange of opinions on the issues related to the establishment of a new US-DPRK relations and the building of a lasting and robust peace regime on the Korean Peninsula. President Trump committed to provide security guarantees to the DPRK, and Chairman Kim Jong Un reaffirmed his firm and unwavering commitment to complete denuclarization of the Korean peninsula.

Convinced that the establishment of new US-DPRK relations will contribute to the peace and prosperity of the Korean Peninsula and of the world, and recognizing that mutual confidence building can promote the denuclarization of the Korean Peninsula, President Trump and Chairman Kim Jong Un state the following:

1. The United States and the DPRK commit to establish new US-DPRK relations in accordance with the desire of peoples of the two countries for peace and prosperity.

2. The Unite States and the DPRK will join the efforts to build a lasting and stable peace regime on the Korean Peninsula.

3. Reaffirming the April 27, 2018 Panumunjom Declaration, the DPRK commits to work toward complete denuclearization of the Korean Peninsula.

4. The United States and the DPRK commit to recovering POW/MIA remains, including the immediate repatriation of those already identified.

Having acknowledged that the US-DRPK summit - the first in history - was a epochal event of great significance in overcoming decades of tensions and hostilities between the two countries and for the opening up of a new future, President Trump and Chairman Kim Jong Un commit to implement the stipulations in this joint agreement fully and expeditiously. The United States and the DPRK commit to hold follow-on negotiations, led by the US Secretary of State, Mike Pompeo, and a relevant high-level DPRK official, at the earliest possible date, to implement the outcomes of the US-DPRK summit.

President Donald J. Trump of the United States of America and Chairman Kim Jong Un of the State Affairs Commission of the Democratic People's Republic of Korea have committed to cooperate for the development of new US-DPRK relations and for the promotion of peace, prosperity, and the security of the Korean Peninsula and of the world.
